Please read this carefully. It contains important information about what you must do to receive support from Toys for Tots this year
Those that donate to Toys for Tots expect their gifts to be utilized for those most in need. These are not "free" or "extra" gifts that are available for public relations purposes or community parties. The goal of our program is to support children who might otherwise receive nothing. If your organization is requesting assistance from Toys for Tots, it is our expectation that you are using any supplied gifts for that purpose, and that purpose only
Chester County Toys for Tots can only support nonprofit / agencies that agree to the following conditions. Applicants will be sent a survey where they will be required to supply additional information on how they meet these requirements. Please do not apply if you are unwilling or unable to meet these conditions
Repeating: If you fill out this application, the assumption is that you understand and are agreeing to these conditions. Any questions should be sent to chester.county.pa@toysfortots.org before filling out the applications. Agencies that fail to comply with the conditions and state they did not understand them or did not see them will regretfully be disapproved. We will not receive enough support from the community to offer it to agencies that do not comply.
Applicants cannot 'split' their application into multiple locations, or submit multiple requests from different subsets of the same organization by different individuals - one individual can represent one and one organization seeking support from Toys for Tots, and one organization can be represented by one and only one individual. A second application from the same individual or organization will be rejected. Exception: Programs such as Head Start that are based around a single campus or school district will be considered individual "organizations" for our purposes.
If Toys for Tots suspects a single individual is utilizing alternative contact information to submit multiple applications, all will be rejected.
Please enter a placeholder application as soon as possible, with your best estimate on the number of children you intend to serve. Final numbers will be required by Friday, Nov 15th. No changes can be accepted past that point
There are two types of Agencies our campaign will support
Community Agencies can apply only for children in the 3-5 range, and only up to a total of 300 children. Any applications with requests for support outside the 3-5 range, will be bound by the expectations of Family Agencies, or will be rejected. To reiterate, we will not roll your application back to a "Community" state if you place a Family application and are unable to comply, your application will be disapproved. We do not have the time to nag organizations for the information we require.
Family Agencies must agree to all of the following
1 - Agencies / Nonprofits must engage in some form of registration process, where a custodial parent or guardian is requesting support for all the children they care for, up to the age of 18. We cannot support only the children that your agencies may directly interact with - support for a family can only occur once, so it is on an "all or nothing" basis. This registration process must be complete no later than Nov 15, 2024 - we cannot support 'late' families, or late Agencies.
Agencies can seek assistance for no more than 300 children from Toys for Tots. We understand that you may have greater needs. Unfortunately, we do not receive enough support from the community to offer more. We can only offer what we receive.
Agencies that request support for the maximum number of children will need to supply their total applicant population, broken out by our age brackets, including those that they are not seeking support from Toys for Tots for.
At least 90% of the families to be served must reside in our coverage area. Other families should be seeking the assistance of their local Toys for Tots campaign.
A mandatory part of the approval process is a detailed understanding of your application process. We do not need to see the individual applications. We do need to see evidence that a process exists, and you are following it
2 - Agencies / Nonprofits must explicitly inform the custodial parent or guardian that the agency is seeking assistance from Toys for Tots on their behalf. A family can seek support from Toys for Tots through an agency, or through Toys for Tots directly. They cannot do both, and they cannot seek support from Toys for Tots through multiple agencies. We don't care about "getting credit", we wish to avoid denying families who apply to us in good faith and don't understand the support they are receiving from you disqualifies them from receiving support directly through us.
3 - Agencies must agree to share a limited amount of information on their applicants with Toys for Tots. For 2024, this will be the following:
Comprehensive list of ZIP codes that applicants live in
We reserve the right to request additional information in the future, up to and including an applicants full name and address
4 - Agencies will be supplied with a list of "family" applications directly received by Toys for Tots in the matching ZIP codes. They are obligated to match this list against their list of applications, and inform Toys for Tots where matches occur. Those families will be given the opportunity to decide if they will receive support from Toys for Tots directly, or through the agency. They cannot receive support from both.
Use of this information for any purposes other than Toys for Tots matching will result in an immediate and permanent ban from receiving support from Toys for Tots.
5 - Applicants must supply their final numbers and ZIP code information by Friday, Nov 15. No further modifications will be accepted past that point. Applications for Agencies will also close that day. Applicants that do not supply matching information by Friday, Nov 22 will be disapproved.
Agency orders will be filled simultaneously after we receive the bulk of our donations from the public. We will not be able to assist those who require distribution prior to that period.
For 2024 gifts will be sorted the weekend of Dec 14/15. It should be expected that most agency distribution will not be ready any earlier than the afternoon of Wednesday Dec 18.
It should be expected that your request will not be fully met. We do not receive enough community support to supply all community needs. We will supply one gift per child for all approved agency orders, then offer a second gift if sufficient donations are received from the public.
Please read each of the following points before filling out the application
* To best meet the needs of your family, we request you offer some suggestions on the type of gifts your children may like. However, gifts donated by our community tend to be in the $10 -$20 range, and we attempt to offer two gifts per child. Please keep this in mind when adding in specific requests for your children. No video games, clothing, gift cards, or items such as bikes will be offered. If you are seeking something other than what Toys for Tots can offer, please apply for assistance through a different organization - we can only offer what we receive. Toys for Tots is designed to support children who might otherwise receive nothing
* Toys for Tots cannot deliver gifts. Applicants who cannot travel to a distribution location should seek alternative means of support. We cannot offer a service to some but not all of our applicants. We try to set up remote distributions in the areas of greatest need in our community, but there are a limited number of slots in these locations. Please keep an eye on your email to select one if you will not be able to travel
* Our campaign will begin processing applications in November. In some cases, additional verification of eligibility will be required prior to approval
* Selected information from our family applications will be shared with our Agency partners solely for the purposes of checking for duplicates. A family can receive support from Toys for Tots directly from our campaign, or through an Agency, but not both. If you are not comfortable with this, please do not apply.
* Our campaign relies on email to communicate with our applicants. It is critical that you only use an email address that you have access to and will be monitoring.
* After your application is complete, you should receive an email confirmation within 24 hours. If you have not received it, please use the Toys for Tots Application Status Tool. If you do not see an application with this tool, we do not have it – please resubmit
IMPORTANT NOTE: Some email providers such as Yahoo seem to send toysfortots.org emails to spam. It is recommended you apply from a different email provider. No matter what provider you use, if you do not receive a confirmation email after submitting your application, we do not have it, and you must reenter it. If it is in your spam folder, flag the message are Not Spam so you see the follow up messages you will need to respond to

Thank you for offering to work with Toys for Tots this year. We could not support the needs of those in need without the support of our community - both our donors, and the sites that help us collect those gifts
Toys for Tots is staffed by volunteers, the majority of which do not have the ability to offer assistance during weekdays.
Toys for Tots volunteers will have a limited ability to drop supplies at individual drop sites, and will not be able to do so in many cases. Most sites will need to visit a location where Toys for Tots supplies are available. It is our intent to have a minimum of ten of these sites, but while we wish to have as many sites as possible participating in Toys for Tots, we cannot offer a drop off of supplies if a volunteer is not available. Sites that cannot pick up supplies will be encouraged to participate in one of the Toys for Tots virtual toy drives.
Sites that are interested in acting as a supply site are encouraged add a note to their application, or email montgomery.county.pa@toysfortots.org - sites that assist us with supply distribution will be considered sponsors of Chester / Montgomery Toys for Tots, and will be offered the opportunity to add their logos to the back of our volunteer shirts for the 2024 season.
The same limitations on volunteer availability will prevent us from picking up gifts from the majority of drop sites. Location consolidation points will be available where drop sites can bring their donations on Thursday Dec 8 and/or Friday Dec 9. It is our intent to locate these in such a manner that drop locations will need to travel no more than 15 minutes to drop off their gifts
Note: If you wish to participate but do not want your site listed as a publicly available drop site - for example, an internal drive - please write "nonpublic" in the Hours of Operation field

To briefly summarize, we will need to work with you to ensure applicants are receiving assistance from Toys for Tots either through your organization, or directly through us, but not both. At a high level, we will need you to do the following:
Have some type of application process for specific families rather than requesting gifts without specific recipients in mind, and those families must be informed you are seeking assistance from Toys for Tots for them
When we close our applications in mid-November, I will need a list of the zip codes that cover the people who have applied through you
I will send you a list of the family applications that match those zips; I will need you to check that against your internal applications
If there is a match, we will ask the applicant which method they wish to pursue to receive assistance from Toys for Tots

We have not yet received our supplies from the Toys for Tots Foundation, as I am still seeking warehouse space(s). When we do have our boxes, we will once again be seeking partners willing to act as Supply Sites. Basically, all that is needed is that you have an area open to visitors where we can stash some boxes and posters, as we cannot deliver them. You are receiving this message if you have submitted an Agency / Nonprofit with our campaign.
The following will explain what is necessary to move forward with your application. It will be a long email, but I wish to reiterate some points from the application that I suspect may cause issues. Note that we have not fully vetting new Agencies yet, and this email is not a guarantee that we will be able to assist you this year
The short version of the process is as follows
Every agency that is requesting assistance for children outside the 3-5 age range needs to be working with a specific, defined list of families to receive support from our Toys for Tots campaign. We call those "family agencies".
If you do not have a specific, defined list of families, we will only be able to offer gifts in the 3-5 age bracket
Family agencies do not need to send information on their families. The only things we will request is the total number of children you will be supporting, in each age / gender group, and the ZIP codes that cover your applicants
The reason we need the ZIP codes is that Toys for Tots will send your agency our list of family applications. We need you to compare that list to your applicant list.
Where there are matches, the families in question will need to decide where they are getting support - Toys for Tots does not bring in enough gifts to offer families support through your organizations and also directly through us

Agency Application Rules
As a reminder, to be considered a Family Agency, your organization must:
• Have some form of registration process
• Explicitly inform people that you are applying to Toys for Tots on their behalf
• Cover all children in a family with your application, not just the ones you may directly interact with. A family can apply for support through your org, or directly with Toys for Tots, but not both
Orgs that cannot comply with all of the above will be considered Community Agencies, and will only be able to receive gifts in the 3-5 age range
Application Deadlines
Agency and Family Applications will close at 6 PM on Friday Nov 15th.
To receive support from Toys for Tots, your final numbers must be sent via email to this email address no later than Sunday Nov 17th at noon. I will send a reminder on Saturday the 16th. I will begin disapproving applications that have not responded by Nov 17th at noon.
If your final numbers are ready before then, you may respond at any time rather than waiting - there is no need to wait until Nov 15th
Your response must match the format from the original application - # of 0-2 boy, 3-5 girl etc - and the limitations on quantities available will be the same on the original application.
Family Agencies must also send the zip codes that your applicants reside in. I do not want their names and addresses, *just* a list of zip codes
Family Agency - Applicant Mapping

It is the obligation of agencies seeking support from Toys for Tots to compare that list with your own applications and let me know what matches exist. I need that no later than Friday Nov 22nd at 6 PM - at that time I will begin allowing agencies to select the timing of their distribution appointments. Those agencies that are late may find fewer slots available. Family Agencies will not have their applications approved without performing applicant matching
'Matched' families will be asked if they wish to receive support from your organization or Toys for Tots. Those that do not respond by Dec 1st will have their family application disapproved and will need to receive support from your organization
Distribution Process
As of right now, this is the tentative process for packing your orders. For those that worked with us in the past, we faced critical shortages of gifts in 2022 that were not obvious until much of the packing was complete. Some agencies received their full requests; others received next to nothing. We cannot allow that to repeat, which forces some limitations on how we package your orders
To ensure we do not face a situation where some agencies receive everything they request and others get nothing, there will be two separate 'distribution' passes:
Pass 1 - Agencies will receive one gift per child on their request, except the 3-5 age range, as we always have enough. Agencies will receive their full allotment of two (possibly three) gifts per child for that age range
When all non-waitlist Family orders have been packed, a second Agency pass will be offered, for a second gift for the children you request assistance for.
Your second pass will not be packed until your first pass has been picked up, unless it is obvious to our warehouse team that we will not run short. Procrastination on picking up your first pass will decrease your chance of being offered a second pass distribution
We realize this is inconvenient, but given the timing of our collection process - we receive the bulk of our donations a week before we distribute 20,000 children worth of gifts, we may not have the space necessary to pack all agencies in a way that prevents us from repeating our 2022 experience.
There will be two exceptions to the above, where Agencies will receive their full allotment immediately:
Agencies requesting support for 50 children or less.
Agencies that are acting as Family Distribution Partners
Family Distribution Partners
We will once again be seeking partner nonprofits that can assist us with family distribution, and can offer one or more three-hour windows in December where either your team members or Toys for Tots volunteers can distribute to families. We generally are seeking locations that are in the area of greatest need - Norristown, Coatesville - that are more convenient for our families than our warehouse locations might be.
We would love to have these events locked down by mid- November, so our families can start selecting their preferred distribution appointments once the application window has closed.
To prepare for these events, Toys for Tots will pack up the individual family orders, usually in batches of 50-75 families, and have them ready with your Agency order. If needed, we can transport both, but please keep in mind that our volunteer availability is limited.
We will need facilities with space where the family bags can be stored prior to the event, and an entrance that can easily be described to the relevant families where they can come for the distribution event.

With the help of our community, Toys for Tots was able to help almost 20,000 children in Chester and Montgomery Counties last year.
Every year, one of the largest challenges is to find a central location to consolidate tens of thousands of gifts and prepare them for distribution. While we receive some support from the Marine Toys for Tots Foundation, each campaign is primarily reliant of the support of the local community. We therefore seek donated space for the length of the campaign every year whenever possible.
I'm reaching out to see if you are aware of any vacancies that might be available between now and January 15th in that can be donated to Toys for Tots. I'm specifically looking at the property on [LOCATION] in [CITY] for a potential [COUNTY] County hub of operations / warehouse for our 2024 campaign
We are seeking at least 10,000 square feet per campaign – although more is always better. However, at a certain point we will be seeking any possible space, to allow us to assist at least some of those in need.

The easiest way to do this is usually school enrollment records that contain the name and address that match the application, as well as the name of the children you are seeking support for. The documents will be deleted after validation. Do not submit social security cards
If you have applied for children you do not have a custodial relationship with, generally speaking they should be receiving support from their custodial caregiver. Please explain the email why you have sought support for them, or ask us to remove them from the application
If you have applied only for children you do not have a custodial relationship with, or if we do not receive a response by [date], we will unfortunately need to disapprove your application
Toys for Tots has received your request for assistance for 2024. Additional validation is needed before your application can be approved.
Toys for Tots is designed to offer gifts to children who may otherwise receive nothing during the holidays. As we have not worked with your organization, please supply the following:
Details of your application process - how are you determining who you will be offering support to this year?
Details and evidence of your past support of our community. If you have not previously offered support to children in our community, we regretfully will not be able to offer assistance - we struggle to meet the needs of partners who have a track record of service, and cannot bring on new ones.
Details on how you intend to distribute your gifts to your applicants
As families can only receive support from Toys for Tots once during a calendar year, you will need to ensure your applicants are aware you are applying to Toys for Tots on their behalf. You will need to follow an applicant matching process, and applicants that appear as both family applications and have requested assistance through you will need to select how they receive support
The address supplied on your application is outside our area of coverage. We must disapprove it

Collection End Dates
At this time, the end dates for collections should be no later than:
Montgomery County: Wednesday, Dec 4
Chester County: Wednesday, Dec 11
We will have Consolidation Sites in each county, similar to Supply Sites, where we will request you bring your donations on the Thursday and Friday after the end of collections. Details will be sent out in November

Volunteer T Shirt Sponsorships
To the greatest extent possible, any funds donated to our campaign are used to purchase gifts for children. To help offset the cost of volunteer T shirts, we seek sponsorships. Details can be found here

Toys for Tots Days of Service
Many organizations have requested information on days where their members can volunteer with Toys for Tots. I will be discussing internally with my team what days we know we will need help this year to allow those to be reserved by your team. If you would like to be contacted when the preliminary list is available, please email me - even if you've sent an email before, as I need to filter through a few hundred messages to find the relevant one and may miss them.

The portions of Montgomery County covered by each campaign have changed. Specifically, the Red Hill campaign has taken responsibility for portions of the former Harleysville campaign. To Become a 2025 Dropsite:
If you have worked with us before and do not have significant updates to your information, please fill out this survey and we will re-used your 2024 information: add link – please note that you must used the email address that is receiving this communication so I can tie your response back to the relevant 2024 records

To Become a 2025 Supply Site:
Our campaign does not have enough volunteers to drop supplies at those who collect gifts for us. Instead, we set up Supply Sites – self service locations where you can pick up your Toy Drop Boxes and posters. Those are set up starting in late September and run through late November, or until supplies are depleted.

To Become a 2025 Consolidation Site:
Just as our campaign cannot drop off supplies, we unfortunately cannot usually offer to pick up full boxes as well.
In December we run our Consolidation process, where we ask our drop sites to bring their boxes to a local consolidation point. Items are dropped off on Thursday and Friday of a week, and usually picked up late Friday or on that Saturday

To Become a 2025 Family Distribution Site:
After we have brought in our donations and sorted them, they are packed for distribution to individual families.
Between Chester and Montgomery Counties, our campaigns covers almost 1000 square miles. It can be a challenge for many of them to come to our warehouse (this year in Exton). We seek additional locations, closer to our applicants, where we can offer to distribute their gifts. This is usually a Friday or Saturday in the second or third week of December.

To briefly summarize, 2025 agency applications will be limited to organizations offering assistance to a specific, known list of families you intend to support. We do not want your list, but you must have one.
Generic requests for a certain number of children will not be accepted. The communication we have received from the Foundation and that I have received from my peers leads me to expect a sharp drop in donations of both gifts and funds; more generalized requests cannot be supported this year
